Narrative:
Using the roslyn approach to runway 18 at dca, saw to airport approximately 6 mi out. Followed the river to runway 18 at the fix point. Approximately 250' above the ground, received 'too low flaps' from GPWS system. A check of all system indicated normal conditions. The PNF had not positioned the flaps 3 position switch to off so the warning was normal in this case. This is a case where the latest state of the art aircraft still requires landing at reduced flaps for noise abatement, which sets the stage for these startling situations.

Title: ACR MLG GOT A FLAP WARNING FROM GPWS WHEN FLYING A NOISE VISUAL TO RWY 18 AT DCA.
Narrative: USING THE ROSLYN APCH TO RWY 18 AT DCA, SAW TO ARPT APPROX 6 MI OUT. FOLLOWED THE RIVER TO RWY 18 AT THE FIX POINT. APPROX 250' ABOVE THE GND, RECEIVED 'TOO LOW FLAPS' FROM GPWS SYS. A CHK OF ALL SYS INDICATED NORMAL CONDITIONS. THE PNF HAD NOT POSITIONED THE FLAPS 3 POS SWITCH TO OFF SO THE WARNING WAS NORMAL IN THIS CASE. THIS IS A CASE WHERE THE LATEST STATE OF THE ART ACFT STILL REQUIRES LNDG AT REDUCED FLAPS FOR NOISE ABATEMENT, WHICH SETS THE STAGE FOR THESE STARTLING SITUATIONS.
