Narrative:
We were operating flight from dca to bos. We were holding short of runway 18 for departure when tower advised us to 'taxi into position and hold runway 18'. I repeated the clearance back to ATC. As we proceeded on to the runway (not quite on it), ATC advised us to 'hold short, landing traffic'. This was given to us after our clearance to position and hold, and after we had proceeded past the hold lines. The captain stopped the aircraft at that time. ATC then gave a coast guard jet a go-around and told us that he had called us 3 times to tell us to hold short. This is not true as neither the captain nor myself heard any prior calls, nor did a captain who was on our jumpseat hear any previous calls. As far as what can be done to prevent this situation, I don't know. I do know, however, that the controller should not lie about his clrncs in order to cover his rear-end.

Title: ACR MLG CROSSES HOLD LINE TO ACTIVE RWY. CTLR INTERVENES AND STOPS THEM SHORT OF RWY AND ISSUES GO AROUND TO MIL ACFT ON SHORT FINAL. MISINTERP OF CLRNC BY FLT CREW ON MLG X. HEARD 'CLEARED INTO POSITION AND HOLD RWY 18'.
Narrative: WE WERE OPERATING FLT FROM DCA TO BOS. WE WERE HOLDING SHORT OF RWY 18 FOR DEP WHEN TWR ADVISED US TO 'TAXI INTO POSITION AND HOLD RWY 18'. I REPEATED THE CLRNC BACK TO ATC. AS WE PROCEEDED ON TO THE RWY (NOT QUITE ON IT), ATC ADVISED US TO 'HOLD SHORT, LNDG TFC'. THIS WAS GIVEN TO US AFTER OUR CLRNC TO POSITION AND HOLD, AND AFTER WE HAD PROCEEDED PAST THE HOLD LINES. THE CAPT STOPPED THE ACFT AT THAT TIME. ATC THEN GAVE A COAST GUARD JET A GO-AROUND AND TOLD US THAT HE HAD CALLED US 3 TIMES TO TELL US TO HOLD SHORT. THIS IS NOT TRUE AS NEITHER THE CAPT NOR MYSELF HEARD ANY PRIOR CALLS, NOR DID A CAPT WHO WAS ON OUR JUMPSEAT HEAR ANY PREVIOUS CALLS. AS FAR AS WHAT CAN BE DONE TO PREVENT THIS SITUATION, I DON'T KNOW. I DO KNOW, HOWEVER, THAT THE CTLR SHOULD NOT LIE ABOUT HIS CLRNCS IN ORDER TO COVER HIS REAR-END.
