Narrative:
Tower cleared us for takeoff, and said something else as well. We acknowledged takeoff clearance and asked what the other thing said besides 'cleared for takeoff' was. The controller replied 'expedite takeoff roll.' at about 400 ft, controller reported traffic on the ILS coming the opposite direction.. We were still runway heading, as no turn instructions ahd been received, I saw an military T1 (beechjet) coming head-on. I asked tower what they wanted us to do. They replied 'turn left 090 degrees.' as I began the turn at about 700 ft AGL, the T1 went directly under us, about 200 ft below us according to TCASII. No TCASII RA was issued as we were too low (below TCASII RA floor). If the controller issued a turn during the takeoff clearance, we never received or read it back. When we asked for clarification, all that was stated was 'expedite takeoff roll,' which is in itself nonstandard phraseology. Even if we had turned at 400 ft, it still would have been too close.

Title: AN ACR LTT WAS CLRED FOR TKOF ON RWY 17L WHILE A MIL T1 WAS INBOUND ON THE ILS FOR RWY 35R. TWR CTLR MADE NO ATTEMPT TO SEPARATE THE TFC OTHER THAN TELLING THE ACR TO EXPEDITE HIS TKOF. WHEN THE ACR QUESTIONED THE TFC HE SAW THE TWR CTLR GIVE THE LTT A L TURN TO 090 DEG HDG AND THE ACFT PASSED WITH 200 FT VERT SEPARATION. TCASII DID NOT GIVE AN RA DUE TO LOW ALT OF THE ACR ACFT.
