Narrative:
1/2 mi northwest of omn VORTAC 336 degree right at 2000' in the bases ragged at 1900-2000', visibility 1/2 mi. Teaching holding. Student was slightly off course to west and correcting when we came out of a cloud and saw the small aircraft Y 11 O'clock, 200' the observer in the back seat saw him first. The small aircraft Y was at the same altitude and heading, approximately 180 degrees. Our heading was 160 degrees. I took the aircraft and maneuvered to avoid the traffic. The small aircraft Y then called dab TRACON, who then informed him that traffic was holding at omn at 2000'. He reported his altitude at 2000'. He then climbed back into the clouds to get away from us, continued south and eventually returned back to omn. ATC had no previous knowledge of the small aircraft Y prior to his initial call. I filed near miss report with dab TRACON and told them that the small aircraft Y was VFR in IMC. I then returned to dab and informed our supervisor of flying and chief flight instrument. Certificate action is being taken on other aircraft.

Title: CLOSE PROX 2 GA SMA'S NEAR OMN VOR IN IMC. NMAC.
Narrative: 1/2 MI NW OF OMN VORTAC 336 DEG R AT 2000' IN THE BASES RAGGED AT 1900-2000', VISIBILITY 1/2 MI. TEACHING HOLDING. STUDENT WAS SLIGHTLY OFF COURSE TO W AND CORRECTING WHEN WE CAME OUT OF A CLOUD AND SAW THE SMA Y 11 O'CLOCK, 200' THE OBSERVER IN THE BACK SEAT SAW HIM FIRST. THE SMA Y WAS AT THE SAME ALT AND HDG, APPROX 180 DEGS. OUR HDG WAS 160 DEGS. I TOOK THE ACFT AND MANEUVERED TO AVOID THE TFC. THE SMA Y THEN CALLED DAB TRACON, WHO THEN INFORMED HIM THAT TFC WAS HOLDING AT OMN AT 2000'. HE RPTED HIS ALT AT 2000'. HE THEN CLBED BACK INTO THE CLOUDS TO GET AWAY FROM US, CONTINUED S AND EVENTUALLY RETURNED BACK TO OMN. ATC HAD NO PREVIOUS KNOWLEDGE OF THE SMA Y PRIOR TO HIS INITIAL CALL. I FILED NEAR MISS RPT WITH DAB TRACON AND TOLD THEM THAT THE SMA Y WAS VFR IN IMC. I THEN RETURNED TO DAB AND INFORMED OUR SUPVR OF FLYING AND CHIEF FLT INSTR. CERTIFICATE ACTION IS BEING TAKEN ON OTHER ACFT.
