Narrative:
I was working local control. VFR small aircraft X called ready at runway 22. I told the aircraft to taxi into position and hold runway 22 traffic landing runway 32. Small aircraft X said say again, I repeated the instructions, no response. Small aircraft X then departed runway 22 at which time medium large transport Y was on short final runway 32 was instructed to go around. Medium large transport Y responded with going around traffic in sight. The medium large transport Y passed over the small aircraft X at the midfield about 200' above the small aircraft X. The small aircraft X then squawked 7600 on departure. I said if you hear me identify and he did. Supplemental information from acn 170235. The problem arose when there was two of us flying. The plane (small aircraft X) was rented at pie. We left srq at 00 to head back to pie. I sat left seat and passenger did preflight and communications. Passenger got clearance and we taxied to runway 22. After runup passenger called tower. The radio was intermittent when tower called us. Passenger understood that we were cleared for takeoff and told me we were cleared to go. Halfway down the runway a jet went over us. Passenger tried to contact tower and realized we couldn't transmit or receive. Passenger squawked 7700 and tried to get the other radio to work. The other radio we could receive but couldn't transmit. We heard the tower tell us to identify if we heard him and turn on course, which we did. The jet was landing on runway 32. We did not see him due to the high wing and direction of us in relation to the jet.

Title: SMA TOLD TAXI INTO POSITION AND HOLD. THOUGHT CLEARED FOR TKOF, HAD RADIO PROBLEM AND TWR CTLR GAVE MLG A GO AROUND ON CROSSING RWY.
Narrative: I WAS WORKING LCL CTL. VFR SMA X CALLED READY AT RWY 22. I TOLD THE ACFT TO TAXI INTO POS AND HOLD RWY 22 TFC LNDG RWY 32. SMA X SAID SAY AGAIN, I REPEATED THE INSTRUCTIONS, NO RESPONSE. SMA X THEN DEPARTED RWY 22 AT WHICH TIME MLG Y WAS ON SHORT FINAL RWY 32 WAS INSTRUCTED TO GO AROUND. MLG Y RESPONDED WITH GOING AROUND TFC IN SIGHT. THE MLG Y PASSED OVER THE SMA X AT THE MIDFIELD ABOUT 200' ABOVE THE SMA X. THE SMA X THEN SQUAWKED 7600 ON DEP. I SAID IF YOU HEAR ME IDENT AND HE DID. SUPPLEMENTAL INFO FROM ACN 170235. THE PROB AROSE WHEN THERE WAS TWO OF US FLYING. THE PLANE (SMA X) WAS RENTED AT PIE. WE LEFT SRQ AT 00 TO HEAD BACK TO PIE. I SAT LEFT SEAT AND PAX DID PREFLT AND COMS. PAX GOT CLRNC AND WE TAXIED TO RWY 22. AFTER RUNUP PAX CALLED TWR. THE RADIO WAS INTERMITTENT WHEN TWR CALLED US. PAX UNDERSTOOD THAT WE WERE CLRED FOR TKOF AND TOLD ME WE WERE CLRED TO GO. HALFWAY DOWN THE RWY A JET WENT OVER US. PAX TRIED TO CONTACT TWR AND REALIZED WE COULDN'T XMIT OR RECEIVE. PAX SQUAWKED 7700 AND TRIED TO GET THE OTHER RADIO TO WORK. THE OTHER RADIO WE COULD RECEIVE BUT COULDN'T XMIT. WE HEARD THE TWR TELL US TO IDENT IF WE HEARD HIM AND TURN ON COURSE, WHICH WE DID. THE JET WAS LNDG ON RWY 32. WE DID NOT SEE HIM DUE TO THE HIGH WING AND DIRECTION OF US IN RELATION TO THE JET.
