Narrative:
Student's last dual before private chkride. Went into local practice area. Broadcasting position on local FBO air-air frequency (122.xx MHZ) approximately every 5 mins, and clearing turns before each maneuver. Event #1 (see location on other side): another small aircraft Y apparently performing maneuvers 100' horizontal, 0' vertical, in opp directions. No evasive maneuver. Event #2: entering MCA I noticed another aircraft on horizon, no apparent relative motion (landing light helped see him). I took controls and entered a diving right-hand turn. Other aircraft never saw me. He took no action. Estimated 200' horizontal, 0' vertical. Event #3: ground reference maneuvers rolling out of a second turn about a point to see an small aircraft a same FBO approximately 500' higher and 500' horizontal dirty confign. No evasive action taken. Please note that FBO has air-to-air frequency to announce positions and during whole 1.8 flight I heard no other small aircraft's on frequency end. Small aircraft a was involved in practice INS approachs. That small aircraft a involved had previously announced his position 20 mins earlier, but with no subsequent announcements and was not in his indicated practice area per FBO. 2 near midair collision's and 1 other incursion in 1 flight is a little ridiculous. We have no radar facs at prc and abq does not provide VFR flight following in local area below 9000' MSL and 20 DME because of coverage. There is a tremendous potential for midairs here with FBO and 3 other flight schools. So far, so good--but something else has to be done besides see and avoid (which doesn't always work), and position reporting before an accident occurs. If the FAA is to promote safety, they should start by preventing a preventable accident which will occur here sooner or later.

IF THE FAA IS TO PROMOTE SAFETY, THEY SHOULD START BY PREVENTING A PREVENTABLE ACCIDENT WHICH WILL OCCUR HERE SOONER OR LATER.
