Narrative:
San carlos tower has been very bad for a long time; providing poor service to aircraft; and not understanding basic aviation concepts. Recently; controllers have been intermixing zulu and local time on the ATIS. Typically there is a note in sql ATIS that says 'closed traffic pattern will open at XA30 local' but one of the controllers is now saying 'closed traffic pattern will open at XA30 zulu' and they still do not allow closed pattern operations even though it is technically after XA30z.
