Narrative:

It is a common occurrence for the ASOS to be in error. On this date (oct/thu/96) errors involving WX conditions from IFR to VFR were involved. At approximately XA30L the ASOS reported visibility at 7 mi. The WX observer augmented visibility to 4 mi broken. (WX observers may not always be stationed here due to ASOS.) at about XB30L the ASOS reported scattered 004. There was definitely a ceiling, IFR. At about XD00L the ASOS reported broken 004 (a change from overcast 004) when the actual conditions were few 004, VFR. The ASOS is not up to the task it's been given -- responsibility for determining WX conditions relating to safe flight conditions.

THE ASOS IS NOT UP TO THE TASK IT'S BEEN GIVEN -- RESPONSIBILITY FOR DETERMINING WX CONDITIONS RELATING TO SAFE FLT CONDITIONS.
