Narrative:

I approached silet 3 bay state from the north, noting second aircraft approximately 5 mi further north and also southbound. I continued south past the airport, noted windsock indicating light wind from southeast, and circled right south of airport to enter a pattern on 45 degree for a right traffic landing on 17. Broadcasting position on CTAF 122.9. The second aircraft flew upwind above the airport as I was established on downwind (we passed at approximately runway midpoint, less than 500' clearance), and I expected him to continue southbound on turn in behind me on downwind. Instead, he executed a tight 180 degree turn off the end of the runway and landed on 35 as I was on short final for 17. I executed a go around and returned for landing on 17. The other aircraft, an older high wing single engine tail dragger, departed again before I had my engine shutdown. A witness on the ground (a pilot himself) reported that the second aircraft had been broadcasting on 122.8, and confirm my impression that the winds, though light, favored landing on 17. It seems the pilot of the second aircraft is seriously in need of a refresher course on (at least) uncontrolled field procedures.

Narrative: I APCHED SILET 3 BAY STATE FROM THE N, NOTING SECOND ACFT APPROX 5 MI FURTHER N AND ALSO SBND. I CONTINUED S PAST THE ARPT, NOTED WINDSOCK INDICATING LIGHT WIND FROM SE, AND CIRCLED RIGHT S OF ARPT TO ENTER A PATTERN ON 45 DEG FOR A RIGHT TFC LNDG ON 17. BROADCASTING POS ON CTAF 122.9. THE SECOND ACFT FLEW UPWIND ABOVE THE ARPT AS I WAS ESTABLISHED ON DOWNWIND (WE PASSED AT APPROX RWY MIDPOINT, LESS THAN 500' CLRNC), AND I EXPECTED HIM TO CONTINUE SBND ON TURN IN BEHIND ME ON DOWNWIND. INSTEAD, HE EXECUTED A TIGHT 180 DEG TURN OFF THE END OF THE RWY AND LANDED ON 35 AS I WAS ON SHORT FINAL FOR 17. I EXECUTED A GAR AND RETURNED FOR LNDG ON 17. THE OTHER ACFT, AN OLDER HIGH WING SINGLE ENG TAIL DRAGGER, DEPARTED AGAIN BEFORE I HAD MY ENG SHUTDOWN. A WITNESS ON THE GND (A PLT HIMSELF) RPTED THAT THE SECOND ACFT HAD BEEN BROADCASTING ON 122.8, AND CONFIRM MY IMPRESSION THAT THE WINDS, THOUGH LIGHT, FAVORED LNDG ON 17. IT SEEMS THE PLT OF THE SECOND ACFT IS SERIOUSLY IN NEED OF A REFRESHER COURSE ON (AT LEAST) UNCONTROLLED FIELD PROCS.
