Narrative:
Pulled onto runway 33 for takeoff. Accomplished static run-up due to initial indications of #2 engine slow to spool up. Run to 1.4 EPR normal readings except #2 slow approximately 10 seconds to 1.3 EPR takeoff normal engine readings with power at 2.00 EPR for takeoff. Lift off through gear retract normal. Compression stall and #2 engine roll back at 400' AGL just after gear retract. Power idle and continued takeoff. Emergency declared. Normal and emergency checklists accomplished. Returned to bdl and landed on runway 33 (wind consideration) at 25 degree flaps, single engine.

Title: FLT CREW OF MLG HAD ENGINE FAILURE SHORTLY AFTER TKOF AND GEAR RETRACTION. ENGINE WAS SHUT DOWN. CHECKLISTS PERFORMED AND FLT RETURNED TO BDL FOR LNDG.
Narrative: PULLED ONTO RWY 33 FOR TKOF. ACCOMPLISHED STATIC RUN-UP DUE TO INITIAL INDICATIONS OF #2 ENG SLOW TO SPOOL UP.
