Narrative:
Landing at pbi after declaring an emergency. On final approach to runway 13, an airport services truck west/O a radio was crossing the threshold of runway 13 and then proceeded down the left side of runway. Because of the emergency situation, I elected to continue with the approach and land past the truck. The emergency was due to a failure of the #2 engine. A missed approach would have been unwise due to only having 1 functioning engine.

Title: COMMUTER WITH LTT ENGINE OUT LANDED OVER AN ARPT VEHICLE THAT WAS MOVING DOWN THE LEFT SIDE OF THE RWY BUT NOT IN CONTACT WITH THE TWR.
Narrative: LNDG AT PBI AFTER DECLARING AN EMER. ON FINAL APCH TO RWY 13, AN ARPT SVCS TRUCK W/O A RADIO WAS XING THE THRESHOLD OF RWY 13 AND THEN PROCEEDED DOWN THE LEFT SIDE OF RWY. BECAUSE OF THE EMER SITUATION, I ELECTED TO CONTINUE WITH THE APCH AND LAND PAST THE TRUCK. THE EMER WAS DUE TO A FAILURE OF THE #2 ENG. A MISSED APCH WOULD HAVE BEEN UNWISE DUE TO ONLY HAVING 1 FUNCTIONING ENG.
