Narrative:
Foreign heavy transport X flight plan showed (on controller flight progress strip) orf J174 diw AR14 ari hobee blufi 2 mia. At diw heavy transport X turned to ilm (J174 continues diw J174 ilm J174 chs). Heavy transport X at FL310 was assigned airspeed of M78 or greater with large transport Y at FL310 10 NM in trail routing to mia, at diw heavy transport X turned toward ilm which caused a significant speed reduction due to strong northwest jetstream winds causing large transport Y to nearly encroach on heavy transport X protected airspace of 5 NM. Large transport Y was given a 190 degree heading to avoid loss of sep with heavy transport X and heavy transport X was then issued descent to FL280. Large transport Y vector of 190 then caused a near penetration of W122 (warning area 122) which was active. However, nonradar (d-side) made point out to controling agency prior to 3 NM from W122. Heavy transport X departed from europe and didn't receive any additional routing from boston, ny, or washington center. Heavy transport X admitted he was proceeding to ilm ari from diw.

Title: ACR ACFT MADE UNAUTH TURN AT NDB AND ALMOST CAUSED A LESS THAN STANDARD SEPARATION INCIDENT.
Narrative: FOREIGN HVT X FLT PLAN SHOWED (ON CTLR FLT PROGRESS STRIP) ORF J174 DIW AR14 ARI HOBEE BLUFI 2 MIA. AT DIW HVT X TURNED TO ILM (J174 CONTINUES DIW J174 ILM J174 CHS). HVT X AT FL310 WAS ASSIGNED AIRSPD OF M78 OR GREATER WITH LGT Y AT FL310 10 NM IN TRAIL RTING TO MIA, AT DIW HVT X TURNED TOWARD ILM WHICH CAUSED A SIGNIFICANT SPD REDUCTION DUE TO STRONG NW JETSTREAM WINDS CAUSING LGT Y TO NEARLY ENCROACH ON HVT X PROTECTED AIRSPACE OF 5 NM. LGT Y WAS GIVEN A 190 DEG HDG TO AVOID LOSS OF SEP WITH HVT X AND HVT X WAS THEN ISSUED DSNT TO FL280. LGT Y VECTOR OF 190 THEN CAUSED A NEAR PENETRATION OF W122 (WARNING AREA 122) WHICH WAS ACTIVE.
