Narrative:
Inbound had one inoperative placard on the F/east panel. It stated that #2 hi-stage pneu supply was inoperative, use lo-stage only. We operated the flight jfk-lax using #2 lo-stage pneu. On descent, #2 pneu was turned off and written up in the logbook. Lax maintenance noted that in reviewing the logbook, that #2 pack temperature indicator was previously inoperative and that #2 pneu system should not be used. They feel that FAA logbook review may consider this as use of an inoperative system. There were 3 inoperative and #2 pack inoperative in automatic. There were no placards that stated #2 pneu was unusable! We checked the placards against our MEL and found no restrictions other than 'use #2 lo-stage' and 'operate #2 pack in manual.' on preflight our crew reviewed the logbook and MEL. Jfk maintenance also did same. If #2 pneu system was not usable, it should have been placarded, 'do not pressurize, except engine start.' if #2 pack was inoperative it should have been placarded inoperative. This whole thing sounds like a matter of interpretation. We would not use an inoperative system. We would not be dumb enough to write up a malfunction of an inoperative system.

Title: FLT CRW OF WDB INTERPRETED LOGBOOK WRITE UP AS PERMISSIVE FOR FLT. UPON REACHING DESTINATION, MAINTENANCE PERSONNEL CONSIDERED THE WRITE UP PROHIBITIVE FOR FLT.
