Narrative:
Turbulence experienced during climb leveled at FL310, which was optimum altitude according to pms (performance management system). Rough ride at FL310. ATC reported smoother ride higher. Requested climb to FL350. Reached FL350. Ride was smooth, but experienced stall buffet. Immediately began descent and requested FL330. Leveled at FL340, no buffet. Center soon cleared us to FL330. According to on board performance manual, flight in smooth air at FL350 should have been ok.

Title: FLT CLEARED TO FL350 BUT ALLEGEDLY UNABLE. EXPERIENCED STALL BUFFET. DESCENDED REQUESTING LOWER ALT.
Narrative: TURB EXPERIENCED DURING CLB LEVELED AT FL310, WHICH WAS OPTIMUM ALT ACCORDING TO PMS (PERFORMANCE MGMNT SYS). ROUGH RIDE AT FL310. ATC RPTED SMOOTHER RIDE HIGHER. REQUESTED CLB TO FL350. REACHED FL350. RIDE WAS SMOOTH, BUT EXPERIENCED STALL BUFFET. IMMEDIATELY BEGAN DSNT AND REQUESTED FL330. LEVELED AT FL340, NO BUFFET. CTR SOON CLRED US TO FL330. ACCORDING TO ON BOARD PERFORMANCE MANUAL, FLT IN SMOOTH AIR AT FL350 SHOULD HAVE BEEN OK.
