Narrative:
Departed dfw airport. Vectored to join the worth 4 departure west of dfw. Altitude clearance issued was 10000' MSL. We were heading roughly 270 degree climbing. Departure control gave us a 220 degree heading to join the abilene 079 degree right and resume the SID. I acknowledged the clearance as my copilot was flying the aircraft. I was looking to the left to clear the turn. At about that point an medium large transport aircraft passed over us at 11000'. We had visibility contact. The aircraft had been issued traffic from departure control as I looked back to the left my copilot asked if we were at the right altitude. As I looked, the aircraft was at 10800'. The altitude alerter read 10000' and was working 'one to go' was called at 9000' MSL. I commanded an immediate descent. Departure asked our altitude and I replied 'descending through 10300'.' the first officer was new on the aircraft and was hand flying. I cannot say why he did it but the altimeter was misread. I was of equal blame for not watching the first officer to make sure he was leveling the aircraft, especially because he was new. We leveled at 10000' right away and departure made no further comment.

Narrative: DEPARTED DFW ARPT. VECTORED TO JOIN THE WORTH 4 DEP W OF DFW. ALT CLRNC ISSUED WAS 10000' MSL. WE WERE HDG ROUGHLY 270 DEG CLBING. DEP CTL GAVE US A 220 DEG HDG TO JOIN THE ABILENE 079 DEG R AND RESUME THE SID. I ACKNOWLEDGED THE CLRNC AS MY COPLT WAS FLYING THE ACFT. I WAS LOOKING TO THE L TO CLR THE TURN. AT ABOUT THAT POINT AN MLG ACFT PASSED OVER US AT 11000'. WE HAD VIS CONTACT. THE ACFT HAD BEEN ISSUED TFC FROM DEP CTL AS I LOOKED BACK TO THE L MY COPLT ASKED IF WE WERE AT THE R ALT. AS I LOOKED, THE ACFT WAS AT 10800'. THE ALT ALERTER READ 10000' AND WAS WORKING 'ONE TO GO' WAS CALLED AT 9000' MSL. I COMMANDED AN IMMEDIATE DSNT. DEP ASKED OUR ALT AND I REPLIED 'DSNDING THROUGH 10300'.' THE F/O WAS NEW ON THE ACFT AND WAS HAND FLYING. I CANNOT SAY WHY HE DID IT BUT THE ALTIMETER WAS MISREAD. I WAS OF EQUAL BLAME FOR NOT WATCHING THE F/O TO MAKE SURE HE WAS LEVELING THE ACFT, ESPECIALLY BECAUSE HE WAS NEW. WE LEVELED AT 10000' R AWAY AND DEP MADE NO FURTHER COMMENT.
