Narrative:
Large transport deviated from portl arrival to blufi arrival at FL250. Small transport was climbing northbound from sua. RO2 controller asked for large transport to be turned direct pbi and shipped to him. Large transport was turned and shipped. Small transport was turned to a 290 degree heading and descended back down to FL240. The clearance was issued twice before the aircraft acknowledged. Sep was lost with 4.7 mi and 700'. It is my opinion that if small transport had taken the turn and descended when the clearance was issued then there would not have been a sep error. The aircraft continued to climb over 1000' and continue on its present course for several seconds before beginning the turn or descent. It appeared to me that the pilot was questioning the clearance because she asked where the traffic was and said that she had the traffic in sight and that he was passing behind her. It was after the pilot asked about the traffic that it was noticed the turn and descent became noticeable. There was also a considerable target jump at the time of the error. The radar site being used has had several problems in the past and has just recently been recertified.

Title: CTLR LOST STANDARD SEPARATION WHEN SHE TURNED AN ACFT AT THE REQUEST OF ANOTHER CTLR.
Narrative: LGT DEVIATED FROM PORTL ARR TO BLUFI ARR AT FL250. SMT WAS CLBING NBND FROM SUA. RO2 CTLR ASKED FOR LGT TO BE TURNED DIRECT PBI AND SHIPPED TO HIM. LGT WAS TURNED AND SHIPPED. SMT WAS TURNED TO A 290 DEG HDG AND DSNDED BACK DOWN TO FL240. THE CLRNC WAS ISSUED TWICE BEFORE THE ACFT ACKNOWLEDGED. SEP WAS LOST WITH 4.7 MI AND 700'. IT IS MY OPINION THAT IF SMT HAD TAKEN THE TURN AND DSNDED WHEN THE CLRNC WAS ISSUED THEN THERE WOULD NOT HAVE BEEN A SEP ERROR. THE ACFT CONTINUED TO CLB OVER 1000' AND CONTINUE ON ITS PRESENT COURSE FOR SEVERAL SECS BEFORE BEGINNING THE TURN OR DSNT. IT APPEARED TO ME THAT THE PLT WAS QUESTIONING THE CLRNC BECAUSE SHE ASKED WHERE THE TFC WAS AND SAID THAT SHE HAD THE TFC IN SIGHT AND THAT HE WAS PASSING BEHIND HER. IT WAS AFTER THE PLT ASKED ABOUT THE TFC THAT IT WAS NOTICED THE TURN AND DSNT BECAME NOTICEABLE. THERE WAS ALSO A CONSIDERABLE TARGET JUMP AT THE TIME OF THE ERROR. THE RADAR SITE BEING USED HAS HAD SEVERAL PROBS IN THE PAST AND HAS JUST RECENTLY BEEN RECERTIFIED.
