Narrative:
Took off for a local flight in VFR conditions with forecast to improve. After 10 mins flying, I encountered lowering WX and returned to find the airport below IFR minimums. I held for 1.5 hours and the WX came up to above IFR, but below VFR. I accepted an IFR clearance, shot an approach and landed. I am IFR current, but the aircraft was not IFR legal.

Title: ATX SMT PLT TOOK OFF IN VMC, BUT HAD TO RETURN WHEN WX WAS ENCOUNTERED. ARPT WENT BELOW IFR MINIMUMS BEFORE ACFT GOT BACK.
Narrative: TOOK OFF FOR A LCL FLT IN VFR CONDITIONS WITH FORECAST TO IMPROVE. AFTER 10 MINS FLYING, I ENCOUNTERED LOWERING WX AND RETURNED TO FIND THE ARPT BELOW IFR MINIMUMS.
