Narrative:

Small transport holding in position on runway 34, large transport lands runway 5R and holds short of taxiway C (a). Runway 5R is released to ground control and ground control instructs an aircraft to cross runway 5R from taxiway C to K (B). I clear the small transport for takeoff on runway 34 (D). Ground control requests two rescue vehs on taxiway T to 'move up a little and clear taxiway C' to make room for the large transport to turn left on taxiway C (C). Vehs appear to be accelerating and I say to ground control 'are those vehs going to hold short?' , followed by 'stop the vehs!' at this time ground control tells the vehs to stop, they are already entering runway 34 and stop on the runway. The small transport was about 1500' down the runway and it was clear that the aircraft would not be able to be airborne in time to top the trucks. I instruct the aircraft to 'abort if able, vehs on the runway midfield.' the small transport aborts and moves to the right of the runway and missed the vehs by about 25'. At no time were the vehs authorized to cross runway 34, and they must ultimately take the blame for the incursion. However, I do feel that if ground control had been more specific with his instructions to the vehs that this may not have happened.

Narrative: SMT HOLDING IN POS ON RWY 34, LGT LANDS RWY 5R AND HOLDS SHORT OF TXWY C (A). RWY 5R IS RELEASED TO GND CTL AND GC INSTRUCTS AN ACFT TO CROSS RWY 5R FROM TXWY C TO K (B). I CLR THE SMT FOR TKOF ON RWY 34 (D). GC REQUESTS TWO RESCUE VEHS ON TXWY T TO 'MOVE UP A LITTLE AND CLR TXWY C' TO MAKE ROOM FOR THE LGT TO TURN L ON TXWY C (C). VEHS APPEAR TO BE ACCELERATING AND I SAY TO GC 'ARE THOSE VEHS GOING TO HOLD SHORT?' , FOLLOWED BY 'STOP THE VEHS!' AT THIS TIME GC TELLS THE VEHS TO STOP, THEY ARE ALREADY ENTERING RWY 34 AND STOP ON THE RWY. THE SMT WAS ABOUT 1500' DOWN THE RWY AND IT WAS CLR THAT THE ACFT WOULD NOT BE ABLE TO BE AIRBORNE IN TIME TO TOP THE TRUCKS. I INSTRUCT THE ACFT TO 'ABORT IF ABLE, VEHS ON THE RWY MIDFIELD.'
