Narrative:
146 vehicles authority/authorized by day airport to operate on the airport, txwys and runways. Truck called ground control, requested to cross runway 6L to the ramp with 2 trash trucks. Truck was advised to hold short of runway 6L. Vehicle crossed anyway. A BE90, on very short final, not in sight (visibility 3/4 mi) was sent around when it was noticed that the trucks were on the runway. I believe this occurred because day has 146 vehicles authority/authorized to use the airport and no formal training for operating on the airport.

Title: TWR CTLR GIVES GND VEHICLES A HOLD SHORT CLRNC. VEHICLES CROSS ANYWAY AND FORCE A BE90 TO MAKE A GAR. CTLR INDICATES TOO MANY VEHICLES ON ARPT AND NOT SUFFICIENT TRAINING.
Narrative: 146 VEHICLES AUTH BY DAY ARPT TO OPERATE ON THE ARPT, TXWYS AND RWYS. TRUCK CALLED GND CTL, REQUESTED TO CROSS RWY 6L TO THE RAMP WITH 2 TRASH TRUCKS. TRUCK WAS ADVISED TO HOLD SHORT OF RWY 6L. VEHICLE CROSSED ANYWAY. A BE90, ON VERY SHORT FINAL, NOT IN SIGHT (VISIBILITY 3/4 MI) WAS SENT AROUND WHEN IT WAS NOTICED THAT THE TRUCKS WERE ON THE RWY. I BELIEVE THIS OCCURRED BECAUSE DAY HAS 146 VEHICLES AUTH TO USE THE ARPT AND NO FORMAL TRAINING FOR OPERATING ON THE ARPT.
