Narrative:
Airport WX 200' overcast, 1/4 F, RVR 1200' V 1600'. Taxiing out for departure, we discussed the operations specifications for lower than standard takeoff minimums. We are a part 121 carrier flying 2 engine turbo propellers. In reading between 1600' RVR and 1200' RVR requirements, we were confused about the items required being 'and,' 'or.' we understood that for 1200' RVR it was 2 operational transiometers or runway centerline lights, when in fact both area required. We departed RVR 1400' west/O centerline lighting. I believe the new operations specifications are too confusing to be readily read in the cockpit when required. Also, they are too lengthy and complex to be memorized. The operations specifications should be written in an easy to understood, abbreviated format.
