Callback conversation with reporter revealed the following information. Reporter stated the closest point was 400'. Military pilot said he would file a hatr with military officials. Reporter has 2.5 yrs radar experience and 6.5 non-radar experience. A pilot deviation was filed against the military pilot. Type of aircraft were flight of 2 fgt. Military flight were climbing to 14000'. The incident occurred at 16000'.

Narrative: MIL PLT CLBED TO AN ALT GIVEN TO ANOTHER MIL FLT. THE MIL PLT ADVISED 'THAT WAS TOO CLOSE.' BY THEN HE WAS APPROX 1000' ABOVE THE LGT.
