Narrative:
In completing a 2 hour VFR flight from pdf to crg I received ATIS for crg, dropped across the town of jacksonville from 2000' for pattern entry to crg and tried to advise craig tower I had ATIS information and my position. Several attempts and no reply. I proceeded to a downwind position with all traffic in view when the tower advised me I was intruding on the air traffic area of crg and that they had been too busy, though traffic was light. I proceeded to clear out of the area when I was the instructed to land on runway 14 to permit the regular traffic to continue to flow on runway 23. I did so and stopped and made the first turn off and was instructed to go to 121.8 when clear of the runway. I did go to 121.8 and proceeded to go to the FBO. Later the tower called me at the FBO and informed me I had not talked to them and had ignored their effort to communication with me. My radios were working fine so this I cannot explain. I had an FAA medical examiner with me who is an experienced pilot as passenger. The lapse of communication is not clear to me but it would appear to have happened, but I am not sure how.

Title: PLT OF SMT ENTERED CRG ATA WITHOUT COMMUNICATING.
Narrative: IN COMPLETING A 2 HR VFR FLT FROM PDF TO CRG I RECEIVED ATIS FOR CRG, DROPPED ACROSS THE TOWN OF JACKSONVILLE FROM 2000' FOR PATTERN ENTRY TO CRG AND TRIED TO ADVISE CRAIG TWR I HAD ATIS INFO AND MY POS. SEVERAL ATTEMPTS AND NO REPLY. I PROCEEDED TO A DOWNWIND POS WITH ALL TFC IN VIEW WHEN THE TWR ADVISED ME I WAS INTRUDING ON THE ATA OF CRG AND THAT THEY HAD BEEN TOO BUSY, THOUGH TFC WAS LIGHT. I PROCEEDED TO CLR OUT OF THE AREA WHEN I WAS THE INSTRUCTED TO LAND ON RWY 14 TO PERMIT THE REGULAR TFC TO CONTINUE TO FLOW ON RWY 23. I DID SO AND STOPPED AND MADE THE FIRST TURN OFF AND WAS INSTRUCTED TO GO TO 121.8 WHEN CLR OF THE RWY. I DID GO TO 121.8 AND PROCEEDED TO GO TO THE FBO. LATER THE TWR CALLED ME AT THE FBO AND INFORMED ME I HAD NOT TALKED TO THEM AND HAD IGNORED THEIR EFFORT TO COM WITH ME. MY RADIOS WERE WORKING FINE SO THIS I CANNOT EXPLAIN.
