Narrative:
At 9000' in IMC on top, a definite loss of engine RPM was experienced. After going through all emergency procedures, carburetor heat, magnetic check, ignition switch, and fuel valve setting, announcement of problem was made known to ATC (wash center) ATC did a very fine job of handling the situation, considering the limited tools to work with. Because of rate of descent we attempted to make ILS approach from inside marker. Since ATC lost me on radar under 3500' it was impossible to get advisories on exact distance to runway. Although we did establish on the localizer we were too high on the G/south, thus making a high pass over runway. Reports from airport personnel confirmed a high pass over runway. With continued descent, enough contact allowed for a deadstick landing in a pasture.

Title: SMA HAS LOSS OF ENGINE RPM IN IMC. CTLR ASSISTS TO ILS APCH. RADAR LOST. LAND IN FIELD BEYOND ARPT.
Narrative: AT 9000' IN IMC ON TOP, A DEFINITE LOSS OF ENG RPM WAS EXPERIENCED. AFTER GOING THROUGH ALL EMER PROCS, CARB HEAT, MAG CHK, IGNITION SWITCH, AND FUEL VALVE SETTING, ANNOUNCEMENT OF PROB WAS MADE KNOWN TO ATC (WASH CTR) ATC DID A VERY FINE JOB OF HANDLING THE SITUATION, CONSIDERING THE LIMITED TOOLS TO WORK WITH. BECAUSE OF RATE OF DSNT WE ATTEMPTED TO MAKE ILS APCH FROM INSIDE MARKER. SINCE ATC LOST ME ON RADAR UNDER 3500' IT WAS IMPOSSIBLE TO GET ADVISORIES ON EXACT DISTANCE TO RWY.
