Narrative:
Received a call from phx operations, medium large transport aircraft en route ont had 'fluctuation' of both fuel flow meters, said captain had talked with maintenance on the radio. As long as he was comfortable with it, they would look at on return to phx. Mechanics never called dispatch. Captain never asked for a phone patch to dispatch. On arrival ont, aircraft went OTS with both fuel flow meters inoperative. I later talked with captain who said 'I talked with maintenance to see what do do.' I advised him that I was told they were only fluctuating, not inoperative. Had I known I would have returned the flight to phx. Also it was not mechanics decision to continue or return, that was a dispatch decision only. Aircraft remained OTS until parts arrived. The captain should have discussed his problem with dispatch and let the dispatcher advise mechanics.

Title: MLG ACFT ENROUTE AT CRUISE. FLT CREW REPORTED TO COMPANY MAINTENANCE THAT THEY HAD FLUCTUATING FUEL FLOW METERS. FLT CONTINUED TO DESTINATION WHERE ACFT WAS GNDED FOR MAINTENANCE.
Narrative: RECEIVED A CALL FROM PHX OPS, MLG ACFT ENRTE ONT HAD 'FLUCTUATION' OF BOTH FUEL FLOW METERS, SAID CAPT HAD TALKED WITH MAINT ON THE RADIO. AS LONG AS HE WAS COMFORTABLE WITH IT, THEY WOULD LOOK AT ON RETURN TO PHX. MECHS NEVER CALLED DISPATCH. CAPT NEVER ASKED FOR A PHONE PATCH TO DISPATCH. ON ARR ONT, ACFT WENT OTS WITH BOTH FUEL FLOW METERS INOP. I LATER TALKED WITH CAPT WHO SAID 'I TALKED WITH MAINT TO SEE WHAT DO DO.' I ADVISED HIM THAT I WAS TOLD THEY WERE ONLY FLUCTUATING, NOT INOP. HAD I KNOWN I WOULD HAVE RETURNED THE FLT TO PHX. ALSO IT WAS NOT MECHS DECISION TO CONTINUE OR RETURN, THAT WAS A DISPATCH DECISION ONLY. ACFT REMAINED OTS UNTIL PARTS ARRIVED. THE CAPT SHOULD HAVE DISCUSSED HIS PROB WITH DISPATCH AND LET THE DISPATCHER ADVISE MECHS.
