Narrative:
Normal approach and landing on runway 23L at rdu, WX reported at minimums (300 and one half) with light drizzle and slight tailwind (approximately 5 KTS). Normal braking and reversing produced minimal deceleration. Heavy braking resulted in constant anti-skid releasing with no additional deceleration. Turned off anti-skid and came to stop on centerline in over-run area. Needed to stay in reverse thrust to hold position with brakes released fearing hot brakes. Decided to remain in reverse and back up on centerline to clear end lights, turned off runway and taxied to gate. Informed tower we had entered over-run, they closed runway, inspected area, and found conditions and equipment normal. Aircraft inspected at gate, maintenance found no discrepancies. We told tower braking action was very poor, and would have planned rollout differently if we had more accurate braking action report.

Title: LGT EXPERIENCED HYDROPLANING UPON LNDG 23L AT RDU. SKIDDED INTO OVERRUN AREA. USED REVERSING TO MOVE BACK ONTO RWY AND START TAXI TO TERMINAL. RWY INSPECTED. ACFT INSPECTED. NO DAMAGE.
