Narrative:
I was radar controller at R57 ZJX just completing a relief briefing. Took handoff from R69 ZMA and immediately called and told them to stop corp X at 17000 ft (mode C was 15700 at the time). R69 said 'will do' I thought that was the end of it. My aircraft Y was over orl VOR at FL180. This aircraft just came from R22 ZMA. R69 called R22 with a point out on X climbing to FL210. R22 said point out approved. If R22 would have said reference aircraft Y that would have been the end of it, but they didn't. I went to my other airplane and worked them. I went back to see corp X climbing through 17000 ft. I immediately called R69 again waited 10 seconds for a response, got none, got off line turned aircraft Y to an immediate heading of 030 degree. Couldn't go to 17000 ft, aircraft X should be there, couldn't climb to FL190 aircraft X is climbing through FL180 now. Corp X is 15 mi in my airspace now with no communication change. Corp X shows FL188 then FL185. I call R69 once again and ask him why he is descending through my traffic again, but before I call the R69 controller turns X in my airspace west/O my concurrence. Sep was lost. Sep restored then R69 calls me and asks where do you want this guy after it did a 360 in my airspace left my airspace and reentered my airspace again for 10 mi. I am still not talking to aircraft X. What ifs: I took handoff 12 mi from boundary. Corp X traveled 50 mi before I talked to him, if I would have been allowed to talk to the aircraft at any time prior to loss of sep I could have avoided this letter. If they (R69) would have answered the line the second time I called when I waited 10 seconds for them I could have told them how to sep the airplanes. R69 turned the aircraft right. If he would have turned him left like he should have at any time prior to sep this letter would not have been written. If R22 would have said point out approved reference aircraft Y, this letter would not be written. However, the main problem is this: ZMA, R69, R22, R67 all have a problem with communication change it is common for them to let the aircraft go for 15 or 20 mi in my (ZJX) airspace with no communication change. That is the whole problem.

COULDN'T GO TO 17000 FT, ACFT X SHOULD BE THERE, COULDN'T CLB TO FL190 ACFT X IS CLBING THROUGH FL180 NOW. CORP X IS 15 MI IN MY AIRSPACE NOW WITH NO COM CHANGE. CORP X SHOWS FL188 THEN FL185. I CALL R69 ONCE AGAIN AND ASK HIM WHY HE IS DSNDING THROUGH MY TFC AGAIN, BUT BEFORE I CALL THE R69 CTLR TURNS X IN MY AIRSPACE W/O MY CONCURRENCE. SEP WAS LOST. SEP RESTORED THEN R69 CALLS ME AND ASKS WHERE DO YOU WANT THIS GUY AFTER IT DID A 360 IN MY AIRSPACE L MY AIRSPACE AND REENTERED MY AIRSPACE AGAIN FOR 10 MI. I AM STILL NOT TALKING TO ACFT X. IF HE WOULD HAVE TURNED HIM L LIKE HE SHOULD HAVE AT ANY TIME PRIOR TO SEP THIS LETTER WOULD NOT HAVE BEEN WRITTEN. IF R22 WOULD HAVE SAID POINT OUT APPROVED REFERENCE ACFT Y, THIS LETTER WOULD NOT BE WRITTEN. HOWEVER, THE MAIN PROB IS THIS: ZMA, R69, R22, R67 ALL HAVE A PROB WITH COM CHANGE IT IS COMMON FOR THEM TO LET THE ACFT GO FOR 15 OR 20 MI IN MY (ZJX) AIRSPACE WITH NO COM CHANGE. THAT IS THE WHOLE PROB.
