Narrative:
Air carrier a, medium large transport on 260 degree vector base leg to runway 17L ILS. Air carrier B, same type medium large transport on 140 degree vector to join R17L ILS and follow. Air carrier B controller issued turn to join and approach clearance twice to air carrier a with no response. After third call air carrier a responded that he didn't hear approach clearance because of TCAS alert. At this point, air carrier a was crossing localizer and converging with air carrier B, still 4 mi away, converging at 120 degree angle. Supervisor, conducting evaluation on controller turned air carrier a south and air carrier B east, across the localizer and back into a downwind. TCAS alert on succeeding aircraft distraction crew of air carrier a which resulted in air carrier a not hearing and/or complying with ATC instructions. Failure to comply nearly resulted in loss of standard separation. Corrective action by ATC resulted in resequencing and delay to air carrier B.

Title: APCH CTLR SUPERVISOR CALLS THREE TIMES WITH VECTOR TO ILS. NO RESPONSE UNTIL THIRD CALL. PLT SAYS DID NOT HEAR BECAUSE TCAS II ALERT SOUNDING.
Narrative: ACR A, MLG ON 260 DEG VECTOR BASE LEG TO RWY 17L ILS. ACR B, SAME TYPE MLG ON 140 DEG VECTOR TO JOIN R17L ILS AND FOLLOW. ACR B CTLR ISSUED TURN TO JOIN AND APCH CLRNC TWICE TO ACR A WITH NO RESPONSE. AFTER THIRD CALL ACR A RESPONDED THAT HE DIDN'T HEAR APCH CLRNC BECAUSE OF TCAS ALERT. AT THIS POINT, ACR A WAS XING LOC AND CONVERGING WITH ACR B, STILL 4 MI AWAY, CONVERGING AT 120 DEG ANGLE. SUPVR, CONDUCTING EVALUATION ON CTLR TURNED ACR A SOUTH AND ACR B EAST, ACROSS THE LOC AND BACK INTO A DOWNWIND. TCAS ALERT ON SUCCEEDING ACFT DISTR CREW OF ACR A WHICH RESULTED IN ACR A NOT HEARING AND/OR COMPLYING WITH ATC INSTRUCTIONS. FAILURE TO COMPLY NEARLY RESULTED IN LOSS OF STANDARD SEPARATION. CORRECTIVE ACTION BY ATC RESULTED IN RESEQUENCING AND DELAY TO ACR B.
