Narrative:
While we were in climb; the captain noticed that the windshield wipers were on the middle position. He told me to remember the limitation of the speed. I verified that they were off; and told him they were turned off. By the time we were in the roll out; way below our limitation; we told ATC we wanted to stay at 10;000 ft and try to fix a problem we were having with the wipers. We looked at the QRH for any procedure related but we couldn't find any. We decided that the best course of action was to go back to ZZZ and have maintenance look at it.
