Narrative:

On our approach into ZZZ we got a landing gear GPWS message. We were established on the localizer at 2;100 feet which is the segment between zzzzz and ZZZZZ1 (the final approach fix). We were probably 4 miles from ZZZZZ1 when we got the landing gear message. As we were just about to get in the landing configuration we dropped the gear and put flaps to 22 which silenced the message. We maintained vigilance while going over the hills there and landed normally. The warning from the plane. We also discussed that this approach seemed to be lower to the ground than normal but since we expected the localizer to be in a protected area we did not think we would get a landing gear message. The GPWS system has certain parameters that set off the landing gear warning. In some areas on that approach the hills must have penetrated the protected area. We also were trying to slow down to get configured for the approach; so while we had plenty of speed our thrust lever angle was low. We were just about to configure for landing so that's what we did; put the gear down and landing flaps. While verifying that there was no actual conflict. Then landed normally. Try to be configured earlier on this approach so that we do not get this message again.
