Narrative:

I have written several times to voice my concern over the mandatory compliance with TCAS RA's, so I will make it brief. On the acton arrival level at 11000', we had an RA with a departing dfw climbing to 10000' at our 1-2 O'clock. He was no doubt climbing at a high rate. First the controller advised us, second we spotted the traffic and third the TCAS issued a climb RA. We then advised approach that we had a TCASII RA and that we would remain level at 11000'.
