Narrative:
Although I did not personally see the passenger manifest, the read for departure report was finally given to me by the load planner, ism and mechanics. The military had been given a maximum payload of 140000 pounds to work with, which allows for approximately 400 passenger. Their own planning specialists erred by manifesting approximately 450 passenger. This was confirmed to me by the officer in charge. Personnel and equipment had to be offloaded, which caused confusion and a massive delay. Their final on board headcount was wrong also, and we finally departed with 392 passenger on board manifested. 1 soldier had been listed twice. After receiving a call from the company safety department that the manifest was not on board at lax, I called our load planner. He confirmed that it was on board. I then phoned our ism and she confirmed handing it over to the handler at gatwick for the next crew. The agent at gatwick told me personally that he does not remember receiving the manifest.

Title: ACR WDB ON MILITARY CHARTER EXPERIENCES LOADING FRUSTRATIONS, ENDS UP WITH MISSING LOAD MANIFEST.
Narrative: ALTHOUGH I DID NOT PERSONALLY SEE THE PAX MANIFEST, THE READ FOR DEP RPT WAS FINALLY GIVEN TO ME BY THE LOAD PLANNER, ISM AND MECHS.
