Narrative:

During the first training maneuver the captain lowered the landing gear and noticed at the time that the red in transit gear light was on and nose gear (green) light was out. An observer/instrument sitting in the jump seat opened the nose gear inspection door to observe the nose gear. The captain cycled landing gear. All indications were that nose gear would not extend. The emergency checklist procedures were carried out. Kenai, ak was selected (nearest airport) for a visibility flyby. Kenai tower confirmed nose gear was not down and locked. Contacted company dispatch for instructions. Dispatch advised us to proceed south toward homer for warmer temperature (in case locks froze due to ice). Proceeded to homer and remained in homer area until we burned off excess fuel to facilitate emergency landing in anc. Departed homer for anc. Declared an emergency and executed an emergency landing.

DISPATCH ADVISED US TO PROCEED S TOWARD HOMER FOR WARMER TEMP (IN CASE LOCKS FROZE DUE TO ICE).
