Narrative:
I was ferrying an small aircraft that had been reconditioned into a super small aircraft. While climbing to FL210 through thin layers but cr on top, the turbine inlet tempt and the exhaust gas temperature began fluctuating and the engine quit. Czul cleared me to descend to gaspe and approximately 4000' the engine began running roughly. Due to low visibility and ceiling, I shot a localizer back-course to runway 29 at gaspe. On final approach, the engine began running smoothly. This was the second engine failure in this aircraft. A detailed verbal description of the emergency was given to czul.

Title: SMA WITH BRAND NEW ENGINE MODIFICATION SUFFERS ENGINE FAILURE.
