Narrative:
*The army ammunition depot at sunny point put out a local request to avoid flying over their property. To my knowledge, this was a request for our voluntary cooperation to avoid this airspace. Over 1 month after the war in the middle east was over, I flew a sailor over his shipping port at sunny point to take pictures. When I returned to sut, the army was on the phone harrassing the FBO and trying to find the name of the pilot. I feel if the army was to temporary restrict an area that they should follow the procedures in far 91.137 and NOTAM the area so pilots know what's going on. Prior to the flight, we called FSS and they said there were no restrictions in the sunny point area. Callback conversation with reporter revealed the following: information was posted on the FBO bulletin board for lcls only. No reference to altitudes other than to avoid the area of the ammunition dump. Base is a permanent facility and the notice was posted when shipments to the far east began. Reporter was over the river only for pictures of the sailor's ship. Did not fly over the dump area. Feels the army should have used the established procedure of issuing a NOTAM.

Title: PENETRATES ARMY AMMO DUMP THAT HAD BEEN POSTED ON LCL FBO BOARD AS RESTRICTED.
Narrative: *THE ARMY AMMUNITION DEPOT AT SUNNY POINT PUT OUT A LCL REQUEST TO AVOID FLYING OVER THEIR PROPERTY. TO MY KNOWLEDGE, THIS WAS A REQUEST FOR OUR VOLUNTARY COOPERATION TO AVOID THIS AIRSPACE. OVER 1 MONTH AFTER THE WAR IN THE MIDDLE EAST WAS OVER, I FLEW A SAILOR OVER HIS SHIPPING PORT AT SUNNY POINT TO TAKE PICTURES. WHEN I RETURNED TO SUT, THE ARMY WAS ON THE PHONE HARRASSING THE FBO AND TRYING TO FIND THE NAME OF THE PLT. I FEEL IF THE ARMY WAS TO TEMPORARY RESTRICT AN AREA THAT THEY SHOULD FOLLOW THE PROCS IN FAR 91.137 AND NOTAM THE AREA SO PLTS KNOW WHAT'S GOING ON. PRIOR TO THE FLT, WE CALLED FSS AND THEY SAID THERE WERE NO RESTRICTIONS IN THE SUNNY POINT AREA.
