Narrative:

Medium large transport was climbing out of ont going to trm when I observed and issued traffic, a VFR 14100' descending opp direction. Medium large transport was 12700' climbing and advised he was descending in compliance wit his RA. I rogered medium large transport and called ont approach control as he was still in their airspace. I then reissued the traffic and the pilot advised he had the traffic in sight. He had now descended back down to 12000'. Being on an IFR flight plan, this is rather dangerous, as I had the traffic on radar and had issued it to the pilot, yet he still took the TCAS instructions over ATC's.

Title: EVASIVE ACTION TAKEN WHEN TCASII RA ACTIVATED.

Narrative: MLG WAS CLBING OUT OF ONT GOING TO TRM WHEN I OBSERVED AND ISSUED TFC, A VFR 14100' DSNDING OPP DIRECTION. MLG WAS 12700' CLBING AND ADVISED HE WAS DSNDING IN COMPLIANCE WIT HIS RA.
