Narrative:
Aircraft X checked on with me leaving 13;000 for 15;000. He stated that he had a near-miss with a drone at 11;500 ft; within 3 ft of striking one of his wings. There were no reports of drones in the area; as far as I know it was being operated illegally. There needs to be better regulation regarding drone usage in busy airspace.
