Narrative:
Airlines flight psp-sfo departed psp with less than the amount of fuel required in the dispatch release. The WX (sa's sfo ft) allows a 'no alternate' operation under far 121. The original dispatch release specified no alternate for sfo with a required minimum fuel of 14000#. After assuming control from the morning dispatcher, I noted a deteriorating WX trend at both sfo and oak. The terminal forecast for each location was also amended, requiring an alternate for far 121 operations into oak and sfo. I amended the dispatch release for flight approximately 50 mins prior to departure and per company policy transmitted the amendment to psp operations via teletype. The amended release carried oak as the alternate for sfo with a required minimum fuel of 14800#. The psp operations agent forwarded a copy of the amendment to the gate for the captain's signature. The captain did not receive the amendment and the operations agent did not read the amendment. Approximately 15 mins after takeoff, I received information that the flight had departed psp with 14500# of fuel. After verbally confirming that 14500# was correct, I determined that the flight could continue safely. A return to psp or diversion to a closer airport was not necessary. The flight continued to sfo and landed without incident or delay.

Title: ACR DEPARTS WITHOUT REVISED FUEL LOAD AS LATEST FLT RELEASE FROM DISPATCH IS NOT RECEIVED BY FLT CREW FROM OPERATIONS AGENT.
Narrative: AIRLINES FLT PSP-SFO DEPARTED PSP WITH LESS THAN THE AMOUNT OF FUEL REQUIRED IN THE DISPATCH RELEASE. THE WX (SA'S SFO FT) ALLOWS A 'NO ALTERNATE' OPERATION UNDER FAR 121.
