Narrative:
Because of the upcoming holiday wkend, traffic to cpx was very intense. GA and licensed commuters were continually flying in and out and one can almost say they were landing on top of one another. I had already made 2 trips to culebra bringing my passenger and their equipment to the island. For my return trip to the mainland, I arrived at the airport at xx hours, preflted the aircraft, announced my intentions to taxi to runway 13. The taxiway to runway 13 threshold is blocked due to construction. At the nearest available intersection, I held short and announced to culebra traffic that small aircraft was going to taxi back on runway 13. At this time, a commuter addressed culebra traffic that it was inbound to land. There was another commuter at the intersection waiting to taxi back, as I had done. Since the landing aircraft had priority, I decided to let him land and I waited at the threshold area of runway 13. The commuters recognized I was at the threshold for a while. The commuter finally landed, but was hot and landed long. Wind was very strong and gusting. As the commuter was bouncing and rolling down the runway, I announced entering the active. As the commuter turned and proceeded into the threshold area, I announced on a roll on runway 13. Concentrating on centerline and scanning, I noticed the commuter aircraft go about its turn. I assumed it would continue on down the taxiway, but it continued to turn. My aircraft continued to accelerate to takeoff speed. The commuter finished his turn and entered the active runway 13. The options I had were to try and stop my aircraft or take off. I elected to take off and did a vx climb to the right. At no time prior to takeoff did I hear the commuter aircraft pilot state his intentions to taxi back on runway 13. All I heard was bravo, bravo, condemnations, FAA violation, recognition of my aircraft to be that of xx flying club, failure of me as a pilot to learn the culebra airport layout, failure of me as a pilot to operate under their local criteria. The above bothered me so much that I needed to know if I had failed as a pilot in my procedures. Did I put the lives of passenger in danger by my action? Did I violate the far's and do I need some counseling? With this in mind, I submit to you this narrative and I hope with your expertise in this area a change in operations may arise at culebra airport, a NOTAM may be activated or counseling may be afforded me in the event I was wrong. Callback conversation with reporter revealed the following: reporter states he spoke with the accident prevention counselor in his area who suggested he file ASRS report because of other pilot attitude. Callback primarily to counsel reporter. He asked, 'shouldn't other aircraft have been communicating his intentions?' that is procedure he learned. Answer of course is yes. But, if he assumes pilots always do everything properly, he is in trouble. Cautioned that patience would have been appropriate to assure aircraft actions. Says he learned a lot from the experience.

Title: ACFT PREPARING FOR TKOF AFTER TAXI BACK ON RWY WAITS FOR LNDG ACFT TO EXIT RWY. LNDG ACFT THEN TURNS BACK ONTO RWY TO TAXI BACK AS REPORTER ACFT ON TKOF ROLL.
Narrative: BECAUSE OF THE UPCOMING HOLIDAY WKEND, TFC TO CPX WAS VERY INTENSE. GA AND LICENSED COMMUTERS WERE CONTINUALLY FLYING IN AND OUT AND ONE CAN ALMOST SAY THEY WERE LNDG ON TOP OF ONE ANOTHER. I HAD ALREADY MADE 2 TRIPS TO CULEBRA BRINGING MY PAX AND THEIR EQUIP TO THE ISLAND. FOR MY RETURN TRIP TO THE MAINLAND, I ARRIVED AT THE ARPT AT XX HRS, PREFLTED THE ACFT, ANNOUNCED MY INTENTIONS TO TAXI TO RWY 13. THE TXWY TO RWY 13 THRESHOLD IS BLOCKED DUE TO CONSTRUCTION. AT THE NEAREST AVAILABLE INTXN, I HELD SHORT AND ANNOUNCED TO CULEBRA TFC THAT SMA WAS GOING TO TAXI BACK ON RWY 13. AT THIS TIME, A COMMUTER ADDRESSED CULEBRA TFC THAT IT WAS INBND TO LAND. THERE WAS ANOTHER COMMUTER AT THE INTXN WAITING TO TAXI BACK, AS I HAD DONE. SINCE THE LNDG ACFT HAD PRIORITY, I DECIDED TO LET HIM LAND AND I WAITED AT THE THRESHOLD AREA OF RWY 13. THE COMMUTERS RECOGNIZED I WAS AT THE THRESHOLD FOR A WHILE. THE COMMUTER FINALLY LANDED, BUT WAS HOT AND LANDED LONG. WIND WAS VERY STRONG AND GUSTING. AS THE COMMUTER WAS BOUNCING AND ROLLING DOWN THE RWY, I ANNOUNCED ENTERING THE ACTIVE. AS THE COMMUTER TURNED AND PROCEEDED INTO THE THRESHOLD AREA, I ANNOUNCED ON A ROLL ON RWY 13. ALL I HEARD WAS BRAVO, BRAVO, CONDEMNATIONS, FAA VIOLATION, RECOGNITION OF MY ACFT TO BE THAT OF XX FLYING CLUB, FAILURE OF ME AS A PLT TO LEARN THE CULEBRA ARPT LAYOUT, FAILURE OF ME AS A PLT TO OPERATE UNDER THEIR LOCAL CRITERIA. THE ABOVE BOTHERED ME SO MUCH THAT I NEEDED TO KNOW IF I HAD FAILED AS A PLT IN MY PROCS. DID I PUT THE LIVES OF PAX IN DANGER BY MY ACTION? DID I VIOLATE THE FAR'S AND DO I NEED SOME COUNSELING? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR STATES HE SPOKE WITH THE ACCIDENT PREVENTION COUNSELOR IN HIS AREA WHO SUGGESTED HE FILE ASRS RPT BECAUSE OF OTHER PLT ATTITUDE. CALLBACK PRIMARILY TO COUNSEL RPTR. HE ASKED, 'SHOULDN'T OTHER ACFT HAVE BEEN COMMUNICATING HIS INTENTIONS?' THAT IS PROC HE LEARNED. ANSWER OF COURSE IS YES. BUT, IF HE ASSUMES PLTS ALWAYS DO EVERYTHING PROPERLY, HE IS IN TROUBLE. CAUTIONED THAT PATIENCE WOULD HAVE BEEN APPROPRIATE TO ASSURE ACFT ACTIONS. SAYS HE LEARNED A LOT FROM THE EXPERIENCE.
