Narrative:
Air carrier X received a TCASII alert. Aircraft advised me he was climbing to avoid traffic. I told him not to climb, but he could turn left or right to avoid traffic. Aircraft entered ZDC (rmt low) airspace. Supplemental information from acn 175569: while tracking the rdu 063 degree right to rdu (10000' MSL)( crew received a TCAS TA, 'traffic, traffic, traffic.' TCAS 5 mi scale indicated TA traffic to be 12 O'clock, less than 5 mi, 700' below us and climbing. Crew than received RA, 'climb, climb, climb,' and a vsi climb command at greater than 2000 FPM. Crew commenced climb and notified approach control of our altitude change. Approach control requested crew to remain at 10000' and turn left if necessary to avoid traffic. A left turn was made and the climb was stopped at 11300' MSL when the RA traffic passed behind our aircraft indicating 1400' below us. Crew then returned to 10000' and continued too a normal approach and landing at rdu. Crew at no time saw the conflicting traffic.
Original NASA ASRS Text
Title: ACR FLT CREW REACTING TO TCASII ALERT CLIMBED OUT OF ASSIGNED ALT AND INTO ARTCC AIRSPACE WITHOUT CLRNC.
Narrative: ACR X RECEIVED A TCASII ALERT. ACFT ADVISED ME HE WAS CLBING TO AVOID TFC. I TOLD HIM NOT TO CLB, BUT HE COULD TURN LEFT OR RIGHT TO AVOID TFC. ACFT ENTERED ZDC (RMT LOW) AIRSPACE. SUPPLEMENTAL INFO FROM ACN 175569: WHILE TRACKING THE RDU 063 DEG R TO RDU (10000' MSL)( CREW RECEIVED A TCAS TA, 'TFC, TFC, TFC.' TCAS 5 MI SCALE INDICATED TA TFC TO BE 12 O'CLOCK, LESS THAN 5 MI, 700' BELOW US AND CLBING. CREW THAN RECEIVED RA, 'CLB, CLB, CLB,' AND A VSI CLB COMMAND AT GREATER THAN 2000 FPM. CREW COMMENCED CLB AND NOTIFIED APCH CTL OF OUR ALT CHANGE. APCH CTL REQUESTED CREW TO REMAIN AT 10000' AND TURN LEFT IF NECESSARY TO AVOID TFC. A LEFT TURN WAS MADE AND THE CLB WAS STOPPED AT 11300' MSL WHEN THE RA TFC PASSED BEHIND OUR ACFT INDICATING 1400' BELOW US. CREW THEN RETURNED TO 10000' AND CONTINUED TOO A NORMAL APCH AND LNDG AT RDU. CREW AT NO TIME SAW THE CONFLICTING TFC.
