Narrative:
Just south of milwaukee airport I was told to descend from 5000-4000', 2 min later I was told that I was cleared to waukegan. I was under the hood with a safety pilot and I replied I would like to shoot the ILS 23 at ugn. Milwaukee told me to go ahead and intercept localizer on my present heading. Contact chicago and tell them what I was doing, I felt I was VFR and should have asked. I contacted chicago and told them I was 15 northeast of ugn at 2200' and was going to intercept the localizer 23 at ugn. Chicago asked me my altitude causing me to question myself about leaving 4000'. I told 2200', I was told radar service terminated to intercept localizer 23 and contact ugn tower. I was never cleared for the approach or asked for a visibility to 23. My LORAN showed 10 mi from ugn and I had not intercepted the localizer yet. I did contact tower and intercepted localizer to land ILS 23 at ugn, but very confused. I was never told cleared for the approach but I was told cleared to ugn and I guess I shouldn't have left 4000'. I still feel as though approach was treating as if I were VFR when I filed IFR from osh.

Title: PLT UNDER HOOD PRACTICING INST APCH TO UGN WAS ASSIGNED 4000' BY MKE TRACON CTLR. PLT DESCENDED TO 2200' AND CONTACTED ORD APCH AT 2200' MSL. WAS TURNED OVER TO UGN TWR WITHOUT COMMENT.
Narrative: JUST S OF MILWAUKEE ARPT I WAS TOLD TO DSND FROM 5000-4000', 2 MIN LATER I WAS TOLD THAT I WAS CLRED TO WAUKEGAN. I WAS UNDER THE HOOD WITH A SAFETY PLT AND I REPLIED I WOULD LIKE TO SHOOT THE ILS 23 AT UGN. MILWAUKEE TOLD ME TO GO AHEAD AND INTERCEPT LOC ON MY PRESENT HDG. CONTACT CHICAGO AND TELL THEM WHAT I WAS DOING, I FELT I WAS VFR AND SHOULD HAVE ASKED. I CONTACTED CHICAGO AND TOLD THEM I WAS 15 NE OF UGN AT 2200' AND WAS GOING TO INTERCEPT THE LOC 23 AT UGN. CHICAGO ASKED ME MY ALT CAUSING ME TO QUESTION MYSELF ABOUT LEAVING 4000'. I TOLD 2200', I WAS TOLD RADAR SVC TERMINATED TO INTERCEPT LOC 23 AND CONTACT UGN TWR.
