Narrative:
While cruising FL290 southbound we received traffic information from atl controller, '12 O'clock, 10 mi, climbing FL280.' moments later our traffic collision avoidance system (TCAS) commanded a climb maneuver to avoiding oncoming traffic. We spotted the traffic immediately (an fgt) and verified with center. The reason for the commanded climb was evidently resulting from the fgt climb rate. As it approached us, its altitude readout on TCAS continued to decrease to approximately 500' under as it passed. We questioned with atl its altitude and they stated, 'FL280.' to us, a poor level off by the military pilot resulting in an overshoot of their altitude. Guess one ought to watch those climb rates in the last 1000'.

Title: ACR RECEIVES TCASII ALERT AS FGT CLIMBS AT RAPID RATE.
Narrative: WHILE CRUISING FL290 SBND WE RECEIVED TFC INFO FROM ATL CTLR, '12 O'CLOCK, 10 MI, CLBING FL280.' MOMENTS LATER OUR TFC COLLISION AVOIDANCE SYS (TCAS) COMMANDED A CLB MANEUVER TO AVOIDING ONCOMING TFC. WE SPOTTED THE TFC IMMEDIATELY (AN FGT) AND VERIFIED WITH CENTER. THE REASON FOR THE COMMANDED CLB WAS EVIDENTLY RESULTING FROM THE FGT CLB RATE. AS IT APCHED US, ITS ALT READOUT ON TCAS CONTINUED TO DECREASE TO APPROX 500' UNDER AS IT PASSED. WE QUESTIONED WITH ATL ITS ALT AND THEY STATED, 'FL280.' TO US, A POOR LEVEL OFF BY THE MIL PLT RESULTING IN AN OVERSHOOT OF THEIR ALT. GUESS ONE OUGHT TO WATCH THOSE CLB RATES IN THE LAST 1000'.
