Narrative:
Executing golf departure dated aug 90, approaching sel VOR right 330 degree, climbing through 7000', I bugged first officer to outbnd right of 086 degree WX hazy VFR in tops in left turn second officer called traffic at 2 O'clock. We observed an large transport (presumably) at 8000' proceeding northwest. Upon first contact with departure, climbing through 1000' AGL, controller (who was extremely busy) reported 'radar contact' followed by unintelligible phrase/instruction/comment. Asked to say again, he as again (still) unintelligible. We acknowledged only 'radar contact', all 3 of us had independent charts, all showing crossing sel '3200' or above'. No further restriction (flight cleared to FL410). Controller said his gold departure, dated (I think) jan 91, shows restriction of 7000' at sel. Controller was very busy, language barrier was considerable to severe.

Narrative: EXECUTING GOLF DEP DATED AUG 90, APCHING SEL VOR R 330 DEG, CLBING THROUGH 7000', I BUGGED F/O TO OUTBND R OF 086 DEG WX HAZY VFR IN TOPS IN L TURN S/O CALLED TFC AT 2 O'CLOCK. WE OBSERVED AN LGT (PRESUMABLY) AT 8000' PROCEEDING NW. UPON FIRST CONTACT WITH DEP, CLBING THROUGH 1000' AGL, CTLR (WHO WAS EXTREMELY BUSY) RPTED 'RADAR CONTACT' FOLLOWED BY UNINTELLIGIBLE PHRASE/INSTRUCTION/COMMENT. ASKED TO SAY AGAIN, HE AS AGAIN (STILL) UNINTELLIGIBLE. WE ACKNOWLEDGED ONLY 'RADAR CONTACT', ALL 3 OF US HAD INDEPENDENT CHARTS, ALL SHOWING XING SEL '3200' OR ABOVE'.
