Narrative:

2 aircraft attempted a simultaneous departure in opp directions on the same runway. This was discovered during rollout. Small aircraft X aborted takeoff. Small aircraft Y continued departure, runway 9, with quick turn to south. Prior to an IFR departure from the uncontrolled field, FBO personnel advised the small aircraft X pilot that runway 9 departures (IFR) were discouraged by ewr departure control--long delays could be experienced if requesting this direction. Small aircraft X taxied ot departure end of runway 27 for run-up and clearance delivery. Other aircraft were departing runway 9. Wind appeared to be calm, but wind sock favored runway 9. Prior to departure, the small aircraft X advised unicom of its intentions. Before taking runway, landing lights and strobes were on. Immediately after beginning takeoff roll, unicom announcement was made by ground aircraft of FBO of conflicting traffic on runway. X immediately terminated departure. Y continued departure and collision was avoided by about 2000'. X back-taxied to 27 for departure. Unicom comment was made by FBO or other ground aircraft that Y did not have 'a good radio.' X then announced departure runway 27 and left west/O further incident. The small aircraft Y announced over the radio that the incident, '...scared the zz out of me.' factors contributing to the incident included time of day (dusk) and departure into setting sun, failure of Y to monitor or hear X departure announcement, reluctance of ewr departure to accept runway 9 IFR departures. The situation could be avoided with a VFR runway 9 departure (upwind), followed by a normal traffic pattern departure. This departure procedure should be encouraged by ATC and local pilots.
