Narrative:

On 4/X/91, phl mdt flight departed late because of last min aircraft swap and restrictions as to number of bags to be loaded were given to ramp personnel. With 29 passengers we could take 46 bags. We received a slip showing 24 passengers and 40 bags and we asked for assurance that bags were split evenly, 20 forward and 20 aft as per loading requirements for this aircraft. On takeoff from phl the aircraft rotated abruptly and when noting trim settings as obviously tail heavy. When reaching mdt bags were checked and found 13 forward and 30 aft. Note: this is a common problem for all commuter aircraft in phl. Someone should have responsibility for notifying crews of accurate aircraft loads. This is not taken seriously at this particular station. Ramp personnel are either overworked or just don't care whether aircraft are loaded properly.

Title: FLT CREW COMPLAINT THAT BAGGAGE LOADING AT PHL PUT THE ACFT IN AN OUT OF TRIM SITUATION. BOTH ALLEGED IT IS A COMMON PRACTICE AT PHL.

WE RECEIVED A SLIP SHOWING 24 PAXS AND 40 BAGS AND WE ASKED FOR ASSURANCE THAT BAGS WERE SPLIT EVENLY, 20 FORWARD AND 20 AFT AS PER LOADING REQUIREMENTS FOR THIS ACFT. ON TKOF FROM PHL THE ACFT ROTATED ABRUPTLY AND WHEN NOTING TRIM SETTINGS AS OBVIOUSLY TAIL HVY. WHEN REACHING MDT BAGS WERE CHKED AND FOUND 13 FORWARD AND 30 AFT. NOTE: THIS IS A COMMON PROB FOR ALL COMMUTER ACFT IN PHL. SOMEONE SHOULD HAVE RESPONSIBILITY FOR NOTIFYING CREWS OF ACCURATE ACFT LOADS. THIS IS NOT TAKEN SERIOUSLY AT THIS PARTICULAR STATION. RAMP PERSONNEL ARE EITHER OVERWORKED OR JUST DON'T CARE WHETHER ACFT ARE LOADED PROPERLY.
