Narrative:

Departed ewr and landing gear would not retract. Performed unable to raise landing gear abnormal procedure as per airline's aircraft flight manual. Landing gear remained down. Aircraft was positioned about 10-15 mi from airport. Advised ATC and returned to ewr. Did not declare an emergency. Aircraft landing was uneventful. Had to stop on runway because of landing gear door dropped down during rollout (as per abnormal procedures). Maintenance found landing gear bypass handle stowed,but not properly. Unable to detect from normal preflight of exterior aircraft. Gasket from handle appeared jammed in seat. First officer preflted and stated handle was flush. Mechanic found handle flush with seat, but further inspection found gasket jammed. Maintenance advised crew that this would be difficult to see on a preflight. Maintenance was advised by maintenance control to replace gasket.

Title: UNABLE TO RAISE GEAR OF MLG AFTER TKOF AND FOLLOWING FLT OPERATIONS PROC INEFFECTIVE. FLT CREW RETURNED AND LANDED EWR.

Narrative: DEPARTED EWR AND LNDG GEAR WOULD NOT RETRACT. PERFORMED UNABLE TO RAISE LNDG GEAR ABNORMAL PROC AS PER AIRLINE'S ACFT FLT MANUAL. LNDG GEAR REMAINED DOWN. ACFT WAS POSITIONED ABOUT 10-15 MI FROM ARPT. ADVISED ATC AND RETURNED TO EWR. DID NOT DECLARE AN EMER. ACFT LNDG WAS UNEVENTFUL. HAD TO STOP ON RWY BECAUSE OF LNDG GEAR DOOR DROPPED DOWN DURING ROLLOUT (AS PER ABNORMAL PROCS). MAINT FOUND LNDG GEAR BYPASS HANDLE STOWED,BUT NOT PROPERLY. UNABLE TO DETECT FROM NORMAL PREFLT OF EXTERIOR ACFT. GASKET FROM HANDLE APPEARED JAMMED IN SEAT. F/O PREFLTED AND STATED HANDLE WAS FLUSH. MECH FOUND HANDLE FLUSH WITH SEAT, BUT FURTHER INSPECTION FOUND GASKET JAMMED. MAINT ADVISED CREW THAT THIS WOULD BE DIFFICULT TO SEE ON A PREFLT. MAINT WAS ADVISED BY MAINT CTL TO REPLACE GASKET.
