Narrative:
Flight phl to lax was cleared J64 lax. After climbing to FL390, halfway between pit and fwa, we encountered turbulence and descended to FL310 until the most westerly sector of ZMP. Then climbed back to FL390. At this time, we were reclred J60, but the FMC flashed insufficient fuel. The ATC center was advised unable because of minimum fuel. We had to use engine icing and flying at lower altitude for long period of time, consumed more fuel than required by flight plan. ZMP ATC reclred us on our original route J64 to lax. Upon arrival, 2 aci's met the flight. They showed identify, checked license and physicals, look at the remaining fuel. Mr. Xx of the lax flight standards office remarked, you have 13200# of fuel, and that is more than required. He also said, when you said something about minimum fuel. The ATC controller became alarmed and a misunderstanding developed by the terminology of 'minimum fuel.'

Title: REROUTING BY ZMP CTLR WAS REFUSED BY MLG FLT CREW ACCOUNT COMPUTER INDICATED MINIMUM FUEL FOR NEW ROUTE. RAMP INSPECTION ON ARR OF FUEL REMAINING. INSPECTOR CRITICAL OF FLT CREW FLT CREW FOR CREATING CONFUSION AND CONCERN WITH PHRASEOLOGY OF MINIMUM FUEL.
Narrative: FLT PHL TO LAX WAS CLRED J64 LAX. AFTER CLBING TO FL390, HALFWAY BTWN PIT AND FWA, WE ENCOUNTERED TURB AND DSNDED TO FL310 UNTIL THE MOST WESTERLY SECTOR OF ZMP. THEN CLBED BACK TO FL390. AT THIS TIME, WE WERE RECLRED J60, BUT THE FMC FLASHED INSUFFICIENT FUEL. THE ATC CENTER WAS ADVISED UNABLE BECAUSE OF MINIMUM FUEL.
