Narrative:
During a maintenance evaluation flight of aircraft X; the right engine flamed out during a go around. A restart was attempted and unsuccessful; landed roughly 20 minutes later on runway xx. I was the pilot flying for the evaluation flight. We departed ZZZ; flew the planned route up to FL360. The test flight was conducted to examine the right engine which had been 'slow to spool'. Departure; enroute; descent; and approach phases all appeared normal. The evaluation flight requested two catiii approaches to go arounds and one full catiii autoland. During the first go around; we climbed out; cleaned up the aircraft and were given vectors back for another approach to runway xx. As we were leveling off at 4;000 feet; we began a 90 degree turn; at this point the left and right utility busses came offline and the right engine flamed out. I remained in control of the aircraft; and also operated the radios. The captain ran the QRH and was unsuccessful at a relight. We agreed on a course of action to return to ZZZ; we ran the appropriate checklist and joined the approach for runway xx; landed without issue.
