Narrative:

We were being directed in to spot on our ramp (dfw) by a red shirt. The aircraft came to a stop, I set the parking brake and my first officer ran the shutdown checklist. As the engines were spooling down below 40 percent RPM I saw a power cart heading toward my aircraft with a ramp person chasing it. A few seconds later the power cart impacted with the left end (at 35 percent RPM) causing the aircraft to jolt very sharply upward. This could be avoided in the future by use of more ramp personnel to move heavy equipment on and about the ramp, also use of chocks is very important on the ramp. Presently this company is in chapter '11' so cutbacks are prevelent especially on the ramp. We had 3 ramp people working all day long. We are lucky that no one was hurt.
