Narrative:
I was giving OJT to a developmental and during this time we had split local control's. We were working ground control/FD combined and were in the process of putting the local control's back together and making a new ATIS. A practice IFR aircraft was taxied by ground control and FD received the acfts IFR practice clearance and through ground control the clearance was given to the aircraft. I was busy watching the developmental in certain area and the IFR practice aircraft called local control ready for takeoff. Local control cleared the aircraft for takeoff west/O knowing or for that matter not caring what the pilot was going to do after departure. Radar called me and said he was talking to an IFR aircraft and asked me if I called for a release on the aircraft. I said no. The FAA claims ground control failed to give local control the IFR strip and therefore I was decertified. I think if all IFR aircraft were to advise local control that they are IFR we would not have had this problem. Better cabin attendant procedures would help, but unfortunately I haven't seen anything in the last 2 yrs at this tower that work effectively. All positions should know pilots intentions prior to leaving the ramp and prior to being cleared for takeoff. It appears that the team players were out to lunch.

Title: GND CTLR FAILED TO ADVISE LCL CTLR THAT SMA WAS AN IFR DEP. ACFT DEPARTED WITHOUT DEP RELEASE FROM DEP CTLR.
Narrative: I WAS GIVING OJT TO A DEVELOPMENTAL AND DURING THIS TIME WE HAD SPLIT LC'S. WE WERE WORKING GC/FD COMBINED AND WERE IN THE PROCESS OF PUTTING THE LC'S BACK TOGETHER AND MAKING A NEW ATIS. BETTER CAB PROCS WOULD HELP, BUT UNFORTUNATELY I HAVEN'T SEEN ANYTHING IN THE LAST 2 YRS AT THIS TWR THAT WORK EFFECTIVELY. ALL POSITIONS SHOULD KNOW PLTS INTENTIONS PRIOR TO LEAVING THE RAMP AND PRIOR TO BEING CLRED FOR TKOF. IT APPEARS THAT THE TEAM PLAYERS WERE OUT TO LUNCH.
