Narrative:

Called tower 25 mi out (north) and was told to 'report 5 north, expect right base 1.' prior to my calling 5 north, tower called and reported no transponder. I tried, as directed, to identify and recycle. I told them light out, no identify. I had been ok on takeoff. I said I would report it on ground. Told them where I was and asked for left base, it was granted and I was cleared to land. Flaps already down 10 degree. Lowered gear, got momentary 3 green just as all lights flickered and went out. Could receive for a few seconds but no transmit. Then all went out totally. Lights, power to send/receive was sure wheels were down and came in to land. Wheels not down. Plane is on lease back to FBO. Owner of FBO, chief pilot, my partner in plane, tower controller saw wheels fall out when plane jacked up. Gear horn worked (I thought it was ELT) in hangar and all electrical and gear. Why, I don't know! It is next to impossible to turn off battery power or avionics by accident. There was no degradation of light or power so no drain. This is not first electrical problem with plane that mechanic could not reproduce. I wanted all electrical checked but was told, not necessary! No one would, on purpose, land at an airport and turn off all electrical with gear up (before landing) and then land wheels up. There is a problem with electrical, no matter what anyone says. Landing may have corrected it, for now, but I don't know. I still want to know answer despite being told there was none. I know what happened, complete and total electrical failure in flight.

Title: TWIN ENGINE ACFT HAS ELECTRICAL FAILURE. LANDS GEAR UP.

LIGHTS, PWR TO SEND/RECEIVE WAS SURE WHEELS WERE DOWN AND CAME IN TO LAND. WHEELS NOT DOWN. PLANE IS ON LEASE BACK TO FBO. OWNER OF FBO, CHIEF PLT, MY PARTNER IN PLANE, TWR CTLR SAW WHEELS FALL OUT WHEN PLANE JACKED UP. GEAR HORN WORKED (I THOUGHT IT WAS ELT) IN HANGAR AND ALL ELECTRICAL AND GEAR. WHY, I DON'T KNOW! THIS IS NOT FIRST ELECTRICAL PROB WITH PLANE THAT MECH COULD NOT REPRODUCE. I WANTED ALL ELECTRICAL CHKED BUT WAS TOLD, NOT NECESSARY! NO ONE WOULD, ON PURPOSE, LAND AT AN ARPT AND TURN OFF ALL ELECTRICAL WITH GEAR UP (BEFORE LNDG) AND THEN LAND WHEELS UP. THERE IS A PROB WITH ELECTRICAL, NO MATTER WHAT ANYONE SAYS. LNDG MAY HAVE CORRECTED IT, FOR NOW, BUT I DON'T KNOW. I STILL WANT TO KNOW ANSWER DESPITE BEING TOLD THERE WAS NONE. I KNOW WHAT HAPPENED, COMPLETE AND TOTAL ELECTRICAL FAILURE IN FLT.
